Bounty Pack 2: Vault Card 2 is part of the new Bounty Pack 2* content, and can be purchased individually (base game required). Bounty Pack 2: Legend of the Stone Demon is available for separate purchase; to get all the Bounty Pack 2 content, purchase the Bounty Pack 2 Combo. Playing Borderlands 4 with a Vault Card active gives you more loot and XP via Daily and Weekly Challenges, and they can be leveled up at your own pace (no time limits or expiring rewards here). By exploring Kairos, killing enemies, and completing quests, you'll fill up your Vault Card progression in addition to your regular XP!
